Answer:
Put a TrackBar on the form, change the Max value to '15' and in the OnChage event of the trackbar do:

Count := waveOutGetNumDevs;
for i := 0 to Count do
begin
waveOutSetVolume(i,longint(TrackBar1.Position*4369)*65536+longint(TrackBar1.Position*4369));

and play with the trackbar...
